METRO YOUTH BASKETBALL LEAGUE
RULES AND REGULATIONS
PURPOSE:
MYBL has been established as a non-profit organization to promote organized basketball for the youth of Albuquerque in an attempt to develop their mental and physical skills so they may participate for their respective high schools.
PHILOSOPHY:
MYBL believes that athletic competition through organized sports is an essential part of a child’s development, school life and good health.
BOARD:
The board consists of five officers; President, Vice-President, Secretary, Treasurer and AAU Liaison. The board shall govern the league business and will be responsible for maintaining the integrity of the league and conducting the day to day business of the league.
AFFILIATION:
MYBL is affiliated with AAU. Each player, head coach and assistant coach must become a member in order to participate in this league.
GOOD SPORTSMANSHIP:
Players, spectators, and coaches are expected to display good sportsmanship and appropriate conduct at all times.
OFFICIALS:
Each game will be officiated by referees that are registered by the New Mexico Athletic Association or the City of Albuquerque Parks and Recreation Department. The game officials are the only persons authorized to terminate a game. All started games should be finalized.
PROTESTS:
If a coach desires to protest concerning a game result, it must be presented by the coach, in writing, to the league president or league secretary with-in 24 hours after the game. If either coach is a board member, he or she will not sit in on his or her protest.
FACILITIES:
MYBL’s designated practice, game and functional facilities will be determined by the MYBL board. No facilities are approved by the league without advance approval of the board.
Everyone is responsible for maintaining and protecting the APS facilities. No food or beverages are allowed in the gyms. Whatever equipment is set up in the gym needs to be reset again. Leave the gyms and equipment in the same or better condition as you found it. Gyms are to be cleaned after practices and games. Coaches should solicit parent involvement in this.
DISCIPLINARY ACTIONS:
Any player or coach ejected from a game by the referee will be reported to the league president or board member and subject to automatic disciplinary actions including suspension from the next regular season game or post-season game.
A player or coach ejected from a game must remove themselves within 3 minutes from the gym and stay out of sight. If a player or coach fails to leave the gym immediately or continues to exert influence on the game or fails to remain out of sight, security will be called, and he or she will be suspended for two games.
During a game, any detrimental or unsportsmanlike conduct will result first in a warning to the head coach of the charged team. On the second occurrence a technical foul will be assessed to the charged team. On the third occurrence the offender will be ejected and must leave the gym within 3 minutes after the technical foul is assessed. On the fourth and final occurrence, the official may forfeit the game.
Coaches, players, or spectators involved with detrimental or unsportsmanlike conduct reported during game or non-game situations, such as : violation of league rules, excessive technical fouls, practice behavior, etc., will be warned once. Subsequent occurrences may result in a game forfeiture and/or removal from the league at the discretion of the board.
COACHES CONDUCT:
Except as otherwise provided below: Coaches are to remain next to their respective benches. Only players, coach, assistant coach, adult statistician, and adult scoreboard operator may be on the bench during a game. No coach will enter the court for any reason during regulation play. An infraction is an automatic technical foul.
Coaches may approach an official only after the official has signaled the coach to approach. In the event of an injury, the coach may attend to the player after the referee has motioned you onto the court.
Coaches may approach the score table only during an intermission or a time-out and only for the purpose of substitution or review of the official score sheet.
The coach is responsible for the actions of his or her players, assistants, and spectators during any MYBL game, practice or function.
SEASON:
The registration for the league shall be held beginning in August. Tryouts and league drafts will be held approximately during the 2nd week of October.
Pre-season practices shall begin the weekend following the draft or approximately the third week of October. Regular season games will begin approximately the first weekend of November and run through January. No games will be conducted during the Thanksgiving week or Winter break as recognized by APS.
Each team will play approximately 14 games followed by a double elimination tournament typically held in the first half of February. An award ceremony will be held after the last tournament game.
Double elimination tournament seeding criteria is as follows:
1. Head to head record.
2. Record versus division opponents from highest seed to lowest.
3. Point differential head to head.
4. Total points allowed head to head.
5. Coin toss by neutral league board member.
PRACTICES:
For the purposes of this league, practices shall include any organized or planned activities such as: structured practices with sequenced activities and drills, shoot-around, open gym, or any other similar basketball related functions.
All practices must be held at the league-designated facility. Any exceptions must be approved in advance with the board.
Practices shall be limited to 60 minutes. Practice schedules shall be determined during the player draft and coaches will be expected to schedule their practice schedule at the draft.
No Junior team will be allowed to begin practice after 7pm Mountain time.
Junior Division teams are allowed one practice session per week during the regular season and two practices per week prior to the regular season.
Mid division teams are allowed two practice sessions per week during the regular season and three practice sessions per week prior to the regular season.
High School Division teams are allowed one practice session per week during the regular season and two practices per week prior to the regular season.
At the discretion of the board, scheduled practices may be allowed during the Winter APS break. Regularly scheduled practices during the Thanksgiving break and Winter break are prohibited. Warm-up sessions will be allowed in the Aux gym 30 minutes before the team’s scheduled game.
Violation of this rule may result in regular season or tournament game forfeiture.
Parental Support:
All teams must have a team parent. This parent will be responsible for appointing someone from his or her team to sweep the gym floor. Home team sweeps before the game and visitor sweeps at half time.
Each team, home and visitor shall supply a scorekeeper for every game and he/she must be at least 16 years of age. Scorekeepers will be responsible for operating the scoreboard or keeping the score books. A score-keeping clinic will be held before the start of the season.
No food or beverages except for water are allowed in the gym. The Coaches are responsible for ensuring that no snacks or drinks are handed out in the gym, either before of after games.
Players:
The MYBL program has been established for boys and girls grades 3rd-12th. The grade of the child on September 1 of the current year will determine the division in which the child will play. Player Divisions are as follows:
Juniors 3rd, 4th, and 5th Graders
Mid 6th, 7th, and 8th Graders
High School 9th, 10th, 11th and 12th Graders
AAU membership is required. No registration fees will be refunded after the player has been drafted.
No trading of players is allowed by coaches or parent’s request.
If a player decides that he/she does not wish to remain on the team that he/she was placed on by the draft, he/she will not be placed on another team.
No player who did not participate in the tryout/draft process will be allowed on a team without the express permission of the board.
Player requests to change divisions will be reviewed by the board only for those ages 10 and 11 or those players in 5th and 6th grades.
Player Participation:
Players must be on the bench by tip off. If they arrive after half-time intermission, they will not be allowed to play.
Players arriving late, but prior to intermission will be considered eligible to play. The player must sit 5 minutes and play at least 10 minutes. Example: If Coach has 8 players at the beginning of the game, he plays 8-man rules throughout the game. The 8 players present at the beginning of the game would be required to get at least 20 minutes of play time. If the 9th player arrives before the second half, the coach has to play him or her a minimum 10 minutes and sits at least 5 minutes in the second half
Playing Time:
Each team must begin a game with all their registered players or provide an excuse for any player who is absent. The number of players at the start of the game determines the playing time of the team. Excessive absences may cause a player to be replaced after consultation with the board. Excuses must be written on the back of the official score card before beginning the game. During regulation time, not including overtime, the registered players shall play with the following limits:
Ten or nine players will play:
Maximum playing time - 35 minutes
Minimum playing time - 15 minutes
Eight players will play:
Maximum playing time - 35 minutes
Minimum playing time - 20 minutes
Seven players will play:
Maximum playing time - 35 minutes
Minimum playing time - 25 minutes
Six players will play:
Maximum playing time - 35 minutes
Minimum playing time - 30 minutes
In the event that there five registered players present, first time occurrence, all the players will be allowed to play the entire game. Second time occurrence, written explanation on the score sheet to be reviewed by the board for possible disciplinary actions.
Each quarter will be divided into two five minute segments. The two segments in a quarter will be separated by an official time-out, which can be used for substitution only. When the substitution horn is blown, only the players at the score table will be placed in the game.
Substitution Rule: During a five-minute segment any player may be substituted for only after he/she has played his/her required segments and only if he/she has been out of the game for one complete segment and all players have played their minimum required play time.
If a player has not completed their minimum number of segments and they receive their fourth personal foul, the coach may substitute for that player. However, the player must check back into the game at the next available segment and complete their minimum playing time unless the player fouls out.
In case of an injury, the allowed five minute segment time will be credited to the injured player. The player who is substituted for the injured player must still sit out their allotted five-minute segment.
In the event a coach wishes to substitute for a player who has not completed their minimum and requires discipline, time to cool off, etc., the coach must notify the officials prior to the substitution. Additionally, the coach must notify the board if the player did not complete the minimum playing time and provide a description of the events that led to the discipline. Players disciplined, the player’s parents and the head coach will be required to meet with the league coordinator or board member within four days.
Game Score:
The official scorekeeper keeps the official game score. The head official shall be responsible for the score sheet. The score may be adjusted if incorrect before the second live ball. (Correctable error situations as per high school federation rules.) Gym monitor shall collect the score sheets at the end of each game and turn them into the league president.
Game Time:
The games are to consist of four ten-minute periods. Running clock will be used except for the last two minutes of the game. During the game, the clock will be stopped only for time-outs, fifth fouls, or technical fouls. The clock will be re-started when either the first foul shot is released or the ball is touched after being inbounded. For the last two minutes of the game, the clock will be stopped for all dead balls. The official timer will be responsible for stopping and starting the clock as required by the rules.
Overtime:
Play shall continue without change of baskets for one or more extra periods with a one-minute intermission before each period. Each overtime period will be two minutes long. Each overtime will be treated the same as the last two minutes of regulation play.
MYBL Supplemental Rules:
No pressing is allowed by a team when ahead by 20 or more points. This applies to all divisions.
The free throw line will be the regulation 15 feet in the Mid division. It will be 12 feet in the Junior division. Three point shots will be allowed in both divisions.
JUNIOR DIVISION ONLY: Man on Man half court defense only. Player must remain within 6 feet of the player they are guarding or be waiting on the 3 point line if their person is more than 6 feet away from the 3 point line. Help defense will be allowed only within the three point arc. No double teaming outside the three point arc. This occurs except for the last two minutes of the game when normal basketball rules are allowed. No “Four corner” offense. Spacing is important for offense but offenses should incorporate movement, picking, passing, and cutting, by all players. Sharing the ball should be emphasized. Additional basketball rules are covered according to the official High School Rule Book for Boys and Girls.
Draft:
Already formed teams will not be allowed to play. Each player must be selected through the draft. The draft will be done similar to the basketball draft in the respect that coaches will rate all players. Trading of draft picks is not allowed.
The order of the draft picks is established by a blind draw. The draft will be conducted in numerical order beginning with the first round then the order will be reversed for the second round then reversed again and so on until all players are selected, either 9 or 10 rounds.
Each player will be placed in a round based on the scores given to him o her by the coaches the night of the tryouts. The rating sheets are tabulated and rounds established by a designated committee from the board. Only those players who are slotted to be selected in a round may be selected in that round.
Each team is allowed the option to protect the children of the head and assistant coach. If there is no assistant coach, the head coach will only be allowed to protect his own children. Coaches with children in the division being selected must take that child as an option. The league must approve extenuating circumstances in advance, and may allow one option for the head coach when he has no children in the league. This option must be approved/declared prior to evaluation night!
All coaches must take their option in the round the player falls. Sibling options must be taken. When one is drafted then the other must be taken in the round he/she falls in. No other option combinations will be considered without prior league approval
There is no changing of teams or trading of players. There will be no less than 6 players on a team and no more than 10.
A coach or assistant coach can only coach one team per division.
Coaches will declare their practice times, team name and color at the time of the coaches meeting or draft.
For those players who register late or who cannot come to tryouts the will be reviewed and placed by the members of the board who have been designated to be “player agents” over the draft.
